Katy Russell Swan serves as Regional Property Manager at Tarragon Property Services, providing strategic and operational leadership to residential communities and on-site teams across the TPS portfolio. She is passionate about developing strong teams, fostering resident-focused communities, and driving operational excellence through collaboration and thoughtful leadership.

Since joining TPS in 2021, Katy has progressed through several roles, including Business Manager and Assistant Regional Manager, demonstrating a strong commitment to team development, property performance, and resident satisfaction. In her current role, she partners closely with property teams to support daily operations, identify opportunities for improvement, and contribute to the continued success of TPS communities.

Prior to joining TPS, Katy gained valuable experience in residential property management as a Community Manager with Sustainable Housing for Ageless Generations (SHAG), supporting senior housing communities throughout the Greater Seattle area. She holds her Certified Apartment Manager (CAM) credential through the National Apartment Association (NAA), a nationally recognized designation that reflects her commitment to continued learning and excellence within the multifamily housing industry.
